Flickering character select screen

Hi
Not logged in for some time and I can get to the character select screen but no characters available and the image of an Erudin who is flickering, all the push keys can be clicked but with no response - any thoughts?

Tried several different servers.
Using windows10 and updated due to the dx3 missing dll and restarted.
