Default Issue with remote access to server via vpn

Hello

I recently moved my server from debian to a windows server. The server is working fine on my 192.168.0.xx lan network. I am getting problems with remote access via neorouter or zero tier and even port forwarding direct to the server. Using all of these methods gives a remote user connecting via any of the above a 1017 or just a black screen and sometimes a disconnect from world. I have set the loginservers to the ip of the above and disabled firewalls to rule that out.
After port forwarding to the server i can login using my external ip from my lan. So i am assuming its some kind of networking issue. Not sure how to proceed.
Any help would be appreciated.
All clients can login fine using my login server, just wony load to character select.

Even though your post is a few days old now, but for anyone else, as well, I am assuming you are wanting outside connections on a private login server.
In your eqemu_config.json file:
