Hub zone crashing

Happened 3-4 times in 12 hours now... having a hard time pinning it down... debug is below.. Most are using UF or ROF clients, and compile is x86 from 3/18...

Comment out lines 2728 to 2761 in merc.cpp i.e. the for loop that starts with:

for(int x = TRIBUTE_SLOT_START; x < (TRIBUTE_SLOT_START + MAX_PLAYER_TRIBUTES); ++x)

until it is fixed.
