Default Skill Training NPC?

I have seen an npc that you wont attack you back and you can use it to train your combat skills up. I was wondering how you go about making one. Could someone point me in the right direction?

What's wrong with putting points into your skills with training points and plat from your guild master?

You can just set the special attack field in the npc_types table to type H for that NPC and it won't attack back.
