Shift+3 doesn't do anything for you?

And just to make sure, you are hitting the Enter key before Shift+3, right?

Otherwise, you'll just be changing hotkey sets.

If you aren't in normal chat, then you need to do a /say before you run the command. So, "/say #race 123" should work. If you are set to group, guild, or channel chat as your default chat, all commands will fail as they have to be in /say.

It sound like either the shift key you are using is busted, or the most likely cause, is that your keyboard layout is not the same as the keys on the keyboard. You said you use UK English settings, I am not finding anything that acts like it sets the keyboard under xp. So next question are you using xp?
Does your keyboard look like these by any chance? http://en.wikipedia.org/wiki/Keyboar...UK_and_Ireland

One more thing....

Can you put a # sign in any program? Word, notepad, anything.
