Character Abilities in PVP

Hello. Was hoping someone can point me in the right direction. For some reason I can pvp on my server just fine with one exception. None of the class abilities are allowed. I get no message.

Kick, Backstab, Bash, none seem to work even though I can use in regular combat verses NPCs and I can attack and cast spells on players just fine.
