Dark Elf Wiz Mag Ench Newb armor quests not in game

I recently started a Dark Elf mage and I got to the mage wiz enchanter tower in Neriak Commons. The Quests starter was not present. The NPC's name is Morgalanth Tal`Raeloen. Quest item names are Spurned Initiate items.
