Website design LS account from my site?

I wanted to make a website for my private server, I noticed that p99 uses the same format and I was wondering if that was something that was publicly available or if I can link eqemu sign in to my website. Basically I want the user to be able to create a LS user name and password on my site that can use the eqemu LS,
