Default issues with expansion settings

I followed what resources I could find and I still cant get the expansion settings to work with HeidiSQL. I'm using the base titanium install for a client I'm trying to just enable up to Luclin, this is all LAN based.

Here's what I changed without expected results, I added to the rule_values 1 World:UseClientBasedExpansionSettings False. Then i changed World:ExpansionSettings 5.

I based the 5 on this article http://wiki.eqemulator.org/p?Expansions_Variable and was hoping it would enable only up to Luclin, I have played around with that number without results.
I don't have Drakken in my race list, I'm using the basic titanium as a client, and no matter what I am still able to create Frogloks.

Thanks for any advice.

so its kind of working now, its still set to 5, i have frogloks/berzerkers disabled like it should, but i can still zone into planes of knowledge through the book when POK should be disabled. When i set the value to 2 for velious it does not disable the vah shir class.

Is your character GM flagged? it will overwrite the limits.
You can also lock out zones you don't like by either setting min lev to enter to like 100 or gm status of 255

I know this is an old thread, but I am new and was looking for something similar to disabling zones. As ChaosSlayerZ mentioned above, setting the min_level to 100 or 255, I can tell you for a fact that setting it to 255 does indeed work. Hope this helps anyone else searching for answers.
