Default Character:UseOldClassExpPenalties bug

I decided to disable Character:UseOldClassExpPenalties by setting it to false.

Unfortunately this causes the next kill I make on my character to set my level to 40 instantaneously.

For instance, my level 42 rogue killed 1 creature, and it DE-leveled him to 40 instantly.

In another experiment, my lvl 35 bard killed 1 creature and it instantly leveled him to 40. Why level 40 was chosen in both experiments, I have no clue.

I reverted my database back to how it was before I enabled Character:UseOldClassExpPenalties, and everything returned to normal experience gain again.

Is the Character:UseOldClassExpPenalties simply broken?
