Default Counters on magic spells

I am not 100% sure about this but....

Taking a look in the spell file and you look up cancel magic or any other dispell spell and you will find something.

(Cancel magic)
Cancel magic 1

(Nullify Magic)
Cancel magic 4
Cancel magic 4

(Annul Magic)
Cancel magic 9
Cancel magic 9

If i remember correctly there were counters on spells such as buffs and magic based damage of time spells.
And if so why is there no "MagicCounter" in the spell file?
Anyone have any insight into this?

Base value now defines a percent chance for success? Where Base / 10 = Chance (Ie. 950 / 10 = 95%)
At present time this effect is supported using PRE or POST patch values.
