Default MySQL path not found, please add the path for automatic database upgrading to con...

There appears to be a problem accessing the database. When I launch the server this is what pops up.

When I try to connect using the client it just sits there and kicks me. It doesn't say I'm being added to the database.
I've triple checked to make sure the password/db name is correct and made sure the ports were forwarded. I tried changing the password but not updating eqemu_config.xml and it reacted differently so it sees the database but it has trouble accessing it and perhaps updating it? I'm somewhat new to this. I ran a server several months back and it worked just fine. I tried re-sourcing the database and it started doing this.
It's also having trouble connecting using the EOC but Navicat has no problem connecting using root@localhost.

My firewall on my virus protection says it's on but when I open it in the actual client it says it's off and won't let me turn it on and I cannot access any of the options. I installed Akka's Repack because it had everything I needed in a neat little package (although I am using a server I set up myself and the database provided with the repack did the same thing).
Does Akka's repack configure the firewall in such a way to where it doesn't interfere?

I went ahead and did that and now it lets me update in the world.exe window.

Unfortunately I'm still having trouble connecting. I tried options three and twenty and still when I try to connect it sits for a bit and disconnects me. I thought the problem was it was having trouble updating the database to create an entry for my account because the table is still empty.
I've checked to make sure the ports are forwarded, I've checked to make sure all of the privileges are granted for the appropriate mysql users, I've checked my firewall but it still doesn't let me log in.
I've also tried logging in using the eoc but it doesn't let me in. I've tried creating a user with the host '69.168.254.244' and granting all privileges but it still says:
"Cannot connect to server!
Cannot connect to database peq
"
The database is called peq and I can connect to it using Navicat on the computer its self using root@localhost.

Thanks for the help guys.
When I went to http://canyouseeme.org/ it'd just time out so I tried http://www.yougetsignal.com/ and it kept saying the port was closed. I went to NAT/Gaming and made quadruple and quintuple sure that the ports were forwarded to the PC I am trying to run the server on and even tried removing my virus protection but the issue still stands.
At this point I'm totally stumped and ready to give up.

Make sure 3306 is not being blocked by windows firewall

That appears to have been the culprit. I didn't think it was because when I checked it it wasn't letting me turn it on or off and it wouldn't tell me if it was on or off. I also went into services.exe and it didn't say it was started so I disabled it completely and it seems to have fixed the issue.
I appreciate your guys' help. =)
