Are you sure that no P2P or Torrent downloading programs are running? If they are, they can definitely cause major network issues that will cause problems like this.

The only other thing I can think of is to try messing with your resolution in the eqclient.ini file or by setting it when you first open EQ in the options setting before you login to the server select. You can also experiment with windowed mode and windows resolution for your desktop too.

Im pretty sure nothing is running since i disabled it all on startup.
