Did this go in with the reboot 2 hours ago? or with tomorrow's?

What about weapon procs that don't specifically add hate and lucy shows a 0 mana cost. Like the new ldon augs, Guard II and Vampire Kiss - seems a rune and heal should give a little hate.

SVN Changes are instant. As for per server basis, I couldn't tell you, thats up to the ServerOP.

Guard is not a rune, its a melee mitigation similar to the vie line, it was never intended to generate a lot of aggro (and never did on live iirc). and Lifetaps were not affected by this change.

Not really sure if it's intended or not, but should a MGB celestial renewal (and probably druid's version) cause massive aggro on raids? Cast on a raid of 60ish yesterday and easily peeled aggro off tank. I'm sure I cast it too early (tho I did wait a bit) - just seeing if mgbs are really supposed to add hate as if they heal/buff 60 chars at once.
