You need to add the windows environment variable for the path to where perl is. Add an entry to the environment table, C:\strawberry\perl\bin if this is missing. Also may as well do C:\Program Files\MariaDB 10.0\bin for the database.

I have a feeling i'm looking for something that isn't there. which file is the environment table in? or is it a separate file? either way having a problem finding it.

Go into the control panel -> system and security -> system then choose advanced system properties from the side menu...click on the environment variables button...under system variables modify the path section to include perl and mariadb system paths.

Thanks for info, i would never have gotten it. Added paths to environment table and no discernable difference. Will delete, start from scratch and reboot to double check.

Keep in mind, the actual path variable line is limited in character length. It would be different for older/newer versions of Windows. I don't have the actual numbers for limits, but it's been discussed on these forums in the past, somewhere.
