Error d3dx9_30.dll when trying to run

I got a new laptop and trying to play some EQ, I have tried to reinstalling and tried different launchers. Every time I get this error

"The code execution proceed because d3dx9_30dll was not found. Reinstalling the program may fix this problem."

Please help
