What Can/Should Be Submitted?
 

Specifically, what can/should we submit to the master branch via pull request? I created code that would allow for a rule entry to toggle on old (pre-TSS) racial exp penalties and old (pre-Velious) class exp penalties. Before I submitted a pull request, I wanted to see if this is something that should be submitted that way or if it should instead go under the custom code section.

I know the main goal is a Live-style environment, but since this is set as an option that can be toggled, I wasn't sure.
