Black smithing question maybe bug?
 

So I got my own server up and running a couple of days ago finally got around to Lvling a few toons and decided to try and make some banded armor checked almarrs smithing guide for some recipes and found a couple that needed smithing chisel checked every vendor ally/eqcrafter/p99 wiki says sales its in none of them have it anyone got a clue?
