not really a bug, its working as intending, but I'll add an option so that it will work the way that you (the end user) intended. The way it works now it repops all mobs that werent killed. When a mob is killed its respawn time is added to the db so that it wont respawn before it is supposed to if a zone crashes or you dont want to run static zones and the zone goes into sleep mode. #repop therefore doesnt respawn the mobs that still have time left on their respawn timers
