GRANT ALL PRIVILEGES ON *.* to '%'@localhost IDENTIFIED BY '%';

it shows " Access denied for user: '@localhost' <Using password: NO>"

There are other guides you should read. If you are hosting a server, you need to know what version of software you are running. If it is 5.1 or 5.2, etc, you need to tell us before we can help you.
