I CANNOT COMPLETE - The Log onto Eqe Tutorial

I can do all but the Chage the DATARATE.txt area. My Everquest folder doesn't seem to have it. Neither does my whole computer. I'm running win XP. And the basic version of Everquest.

My Everquest seems to have been instaled into the c:/program files/Sony/Everquest
