a rework of the petition system would be nice. it seems as though you can only #listpetition on petiitions that came in while you are online, need to be changed to view all petitions in the database. also a way for the GM-Guide to add notes to a petition if it needs to be escalted up(that needs to be added as well)

also a discipline system added, so gm's-guides can #warn #praise users.

If you are on when a petition is received, it tells you and they show up in #listpetition. You aren't running a server with thousands of users here, you can pick out the bad ones yourself (more information in the database would have to be stored, etc) just by name. Comments/ I can't think of a good way to do them easily other than allowing the guide to append text.. but we dont' even have an escalate flag really
