is it possible to have an NPC raise or lower someones status?

i want to run a non legit PvP server that would work like this:

The default status level would be set to 0, you are not PvP flagged yet so you have to speak to the preist, he would you for pvp and raises your status to 20 or so to allow leveling up, summoning items ... ect ect ...

also i would like to make it so that if someone should choose to become NoN-PvP again, you would just have to walk up to PoD and tell him something like "I'm a wuss and i dont want to get beat up anymore ...", and he would drop your status and delevel you. (this way there is always a way to be protected from getting hunted down by other players)

It used to be in the code but I think it was taken out
