Actually you can, It does not matter if you go up to one point than stop, everything will be set to default.

#spawn xtestx 6 65

would work although it would pop up being a naked human, with either level 1 hp or default level 65 naked human warrior hp with no aa's.

#spawn xtestx 6 65 22 32000 0 1

You CAN stop at class, this will NOT change anything or mess up anything at all although your NPC will NOT have weapons or have a merchant ID (which is useless unless it is class 40-41). I usually don't mess with weapons anyway.
