free Microsoft Visual C++ Toolkit 2003 download
Havn't tried it yet, just saw the news post on /. and grabed a copy.
http://msdn.microsoft.com/visualc/vctoolkit2003/ I believe it contains all that is needed to compile the source code, but nothing to edit with... Plenty of free IDE's out there though :) Be sure to read the EULA though and look for any nasty microsoft suprises. |

I don't understand too much about this stuff and therefore I don't know if this will be useful to anyone, but Visual Basic .NET is availible as NFR for free here:
