Help with the #summonitem Command Please

Anyone able to share how to set an item so when someone with a status Below 100 or something can't Summon an item (if they attempt it results in their death) Thanks in advance.

actually it might not be in the wrong forum =p I dont' know of a way to do this...but I think there should be a way. Is there a way?
