Any good legit servers?

What's the best legit server out there for 5.9-DR1/DR2? All the server I find have no players online.

Where is everyone at?

Few legit servers have updated to 5.9 yet because almost all the good legit servers are custom and have a lot fo custom code to merge with the standard code. This takes a while and needs a lot of testing to make sure it doesn't create horrible bugs. And they also need to write code that converts characters into the new format the DB uses so that they don't delete everyone's characters.
