on semi-legit servers do you have to level all the way to 65 or can u make yourself 65?

Depends how the server owner sets it up.

A simple way is to try..
 

On your server of choice, target yourself (F1) then type #level 65
If it tells you you don't have the required permissions, then you're in for the long grind!
