Flagging User Account to SysOp not working.

Hi guys I'm sure there has to be something simple to this. I have the server up and running can log on create accounts etc. The problem is the command to set my account as sysop is not working for some reason I can't figure it out. The command line is very specific and easy to follow. You are supposed to type in the following:

world.exe flag <account name> 200 for the sysop. Now under account name I put in the account that I setup for eqemu's login server. What am I doing wrong? am I supposed to log onto the server to the server selection screen before being able to run this? Please help me out!

What error are you getting?

when I do that command it simply starts up my worldserver. I get no errors just a world server startup. I'd use the admin tool but it isn't working yet ;)

I have used Admin Tools 2.6 and I was able to flag the account using it this way, but doing the command line flag does not work for me.
