when you're making changes in the item table is there an easier way to update the items in game without having to restart the server?

No if you mess with the items you have to restart the server because everything reads those tables.

I did ask this question to FNW about reloading items in game, but he mentioned

"there are technical reasons why a server reboot is required which have to do with shared memory. This is not likely to be done any time soon, as it may take significant time."
