how do I remove spell scalling
 

I was wandering how can I remove spall scaling.. what I mean is..

lvl 44 cleric casts temp on a lvl 1 char. the effects of the spell is like + 300 hp for like 5 mins...

I want to make it like old EQ where the spell duration and bonuses was affected by AA's and gear of the caster not the lvl of the char being casted on..

IE lvl 44 cleric casts temp on lvl 1 char and the char get the full amount of hp from that buff as well as the full normal duration of said buff..

also could some one please point me to the spell editor soft ware that george was talking about in a few posts..
