holdzones issues

Is this feature not currently working? Running 3.3.1 on winxp, and if I try "world.exe -holdzones" or "world.exe holdzones" I get an invalid parameter error. Also, I added a variable to the database names 'holdzones' and set it to '1' but that had no affect either. Anyone else have this problem or suggestions? TIA
