This launcher is made by leslamarch - text looks better under windows, I just don't have facilities for making a snapshot there.
It's works great, doesn't need an eqhost.txt , and leslamarch made a config file so you can adapt it to your server.
The html portion of this executable has to be posted at a web-site location, and contains configurable links to wherever you want. He added a template in the package, so you can do/change what you want. It uses Aerewen's php_updater, and is intended for MinIlogin users.
Once created, you can drop the launcher in your Everquest client directory, put a shortcut to it on your desktop, and you're GTG.

Thank you. This post just made me aware of peq_updater for minilogin too. I'm looking forward to setting up a server to play around with, and these tools are nice additions.
