Hot Spot Zones

I am trying to figure out how to configure something similar to the Hot Spot zones. Something where zone wide for a few specific zone I could increase the exp and loot drop rates. Has anyone implemented something like this?

the per zone special XP modifier is rigth there in the DB - just go into "zones" table and change it.

The loot, cannot be set "by zone", it has to be altered per specific mob loot table
