Setting a quest file to work in any zone?

Is it possible to set one quest file for an NPC that will work in any zones.

In the wiki it said to play it in the /zonesn folder in quests but it didn't seem to work?

Any help would be appreciated.

You should be able to place the .pl in the quests\templates folder.
