Change zone...map is new, but mobs from last zone?

I have a rare, strange, thing that happens. I can zone, or gate lets say to PoK. When I get there, it shows I'm in PoK...but all of the mobs are from whatever zone I gated from? (looted and all)

Any thoughts of how/why this is happening?
