"Server Is Not Responding"

I keep getting this message on this server now. Yesterday I only got it if I tried to log more than one character on at a time but now I can't get on at all. This server has no web site that I am aware of so I can't post the question to them directly.

What does this message mean? They need to just restart the server? Noone else plays on here and I have never seen the admin online.

Man I wasted so much time doing the spell research! Gdmit!! :-?
