Stuck underworld ?~?

I having a lot of people complain about

FREEPORT , KARANAS , LAVASTORM , NEKTULOUS

being stuck under the world ,

and even have changed there EQGs to OLDs

still same issue for people How can I fix this
does anyone know ?
