Odd Lag issues

While playing, I will be perfectly fine for about 5-15 minutes, then experience 2-5 minutes of crippling lag/choppiness.
I have an AMD phenom x4 processor. The server that I ran, I did not have these issues on.

Anyone experience anything like this?

Yep, been experienced by hundreds of users. Just read the FAQ in my sig and look for the dual core CPU solutions.
