Double Attack for Bards and BST

Somewhere around Serpent Spine expansion, Bards and BST received official DA skill at level 71. (I am NOT talking about the AA)

Since its part of SoF/SoD package, I propose to code this in

reference:

- Bards and Beastlords gain the "Double Attack" skill at 71 (Sep. 19)"
