HP/Mana gained per level up

Is there a way to modify HP/Mana gained per level up, please?
I found no corresponding .sql file so far.

you would have to look into the source code for that.
Also, keep in mind that client calculates its own hp and mana in accordance to original soe formulas, which will result in client reporting different numbers than you actually would have.
