Bots unable to Equip certain items

im having alittle trouble with the bots on r2097 they cant equip
stuff like the FBSS actually seems if i give them any items that
allow all races and classes to use them they wont equip it.

is it a known bug or perhaps something i have set wrong?

fixed it, missing field.
