Cresent Reach conflicting with hub-zone

Hello everyone,
I've been trying to get my ProjectEQ Database from 9/26/2014 running as intended for my server with the SOF client. My server is running windows server 2012 R2 x64 if that is any help.

I've had no personal issues running Titanium client, but others running SOF or later clients go to Cresent Reach or just get kicked, instead of loading into my hub zone.

After purchasing a copy of SOF myself, I am now seeing the issues first hand.
The issue is with loading in-game, since I am using a hub zone.

When using the SOF client I create a character just fine, but when I enter world it says loading Glooming Deep and takes me to Cresent Reach, or if I click the tutorial box I just crash and the character ends up in CR again.

Either way I end up with the same result.

I am using tutorial as the starting hub. I've went over rule_values and changes both World:SoFStartZoneID World:TutorialZoneID to 183. I originally had SOFStatZoneID at -1.

I done a query to mass update everystart_zone to the same x, y, z, heading, and zone id.

When players log in with newer clients than Titanium I get this message on world.exe "No start_zones in database, using defaults.

I verified that the start_zones table existed and looked fine in the database.

I've also made sure under the zone table that min_status was set to 0.

Other than that the only thing that I noted as a possible issue was rule_values I have 1,812 rows and 4 duplicated entries. They do have different ruleset ID's such as 1,2,4 and 10 so this might be intentional.

Any assistance figuring out how to get players to successfully load into my hub-zone and not crash or end up in Cresent Reach would be greatly appreciated.

Thanks in advance for your help.
