Blade of Carnage bug
 

Finally killed Avatar of War and looted the Blade of Carnage. I've been using this thing for a few days now and have never once seen it proc. I'm a level 65 Warrior, so there shouldn't be a problem.

I tried this out after reading your post. (just a gm giveitem, etc.), then went
to dulak's to see what it does.
The anim was showing the proc being cast, just no message at first, but then
realized I had some effects shut off in the filters on my client.
After I turned them back on, the hate proc was showing up many times:

"A Broken Skull scout's face contorts with rage" ......
