My server was displaying 3.13
 

Well I figured out why server kept displaying 3.13 no matter what I did to the database. It seems that if you keep a back up copy of your database on another mysql server and you forget to have your db.ini point to the corrcet server, you can patch the database till doomsday and you'll still be on the version your actually pointing to.
In other words I was pulling a dumbass stunt of epic proportions.
