Timezone Update Patch 1

I have recently updated the EverQuest time system to work better.

Changes:
-Changed timezone to be in minutes instead of hours.
-Changed the time commands to reflect the new timezone format.
-Added a few timezone related commands to EQTime.
-Moved TimeSync handling over to world server. The time should be standard throughout the world again (except for the offset caused by timezones).
