Missing Files and error 1064

I've tried three times to set up a server now...I'm sure I must be an idiot (for those of you with huge egos), but to get the heart of the matter, I noticed that on the previous two attempts that I seemed to fail at the source reloaddb.sql step. I opened up the file on my second failure but didn't notice anything exceptional. But before loading the command this time, I noticed that I was missing six entries
"grid.txt", "lootdrop.txt", "loottable.txt", "lootdrop_entries.txt", "loottable_entries.txt", and "npc_spells_entries.txt". So to get around this, I made dummy files with these names and got past that command prompt. Now the error I'm having is with the next line to enter
"GRANT ALL PRIVILEGES ON *.* to '%'@localhost IDENTIFIED BY '%';"
Which when I enter, either in caps or without, error 1064 which is a syntax error. What am I supposed to enter here?
Thank you all for any concern you show which provides positive effect =)

...

I didn't expect it to a brilliant solution by creating those dummy files; but that still leaves me clueless as to what I should do. Where can I obtain the real files so that I can continue on with the errors.
Plus, what is the deal with that command before I'm supposed to close mysql.exe?

Depending on what database you sourced in, some databases already have that command in there for you. After sourcing in the database, open EQ Admin and look on the "Zone Server Authorization" tab. If you see "%" and "GRANT" in there then there's no need to use it on mysql.exe. If you're running a LAN server, you can use the EQ Admin tool to add in account names and passwords for each machine you've set up to be on your LAN.

EQ Admin

Which leads to another problem I'm having...I tried using the EQ Admin, but got errors listing an IP address and not recognizing the account and password set in the preferences...
My biggest problem is that the READMEs don't say anything that the website doesn't say...plus the files download aren't in the same place as the walkthroughs say.

You have to point the installation to the correct folders. EQ Admin works off of MySQL so make sure your username and password in EQ Admin is set the same. If you have done this, then sorry..just trying to eliminate some possibilities for you.
