crud no luck in 5.0 server creation

I tried to go off of this webpage http://merth.dyndns.org/ but no such luck is the visual basics a program I can just download off the internet, comes along with the computer, or is free in stores. Or does it cost a CRUD load of money?

ck-killa, Go to google.com, type in "Visual Basic". You will find you have to buy it.
