You are logging into the old login servers. You need to get the latest patch files and log into the newer login server. The tutorials have the eqhost.txt info needed to get onto it.

Its definitely possible with the current quest code. You would probably have to add a little custom code to unlock a zone based on a quest, but it wouldn't be too hard.
