the best way to give the guards items is to put them onto their loot tables.
You have to make one loot drop for each item, put just a single item into the loot drop,set it to drop 100%, mark the items as equippable, and then add it to the guards loot table.
Once you have a loot drop set up for the item, you can add it to many different guards loot tables, to prevent database clutter.
